If yes, is okay for him to know their full history? I would say... unless it had been otherwise a Plot Point in the game, because I wouldn't want you to backtrack, that all but the bit with Hama/bloodbending is fair game, just because that's an on-going issue for her to deal with and I kinda want to see how that goes first without poking at it.

Is it okay for Bucky to recognize your character at all from Panem/The Games? I'm pretty sure there wasn't a Vash in that game, but if there was sure!
If yes, is okay for him to know their full history? Sure. Although I have no idea what his AU history would be like
Skill base? Very good at shooting things
Personality? Very friendly and easily approachable. Somehow can get out of almost any situation without anyone dying. Although he has a much more serious side hiding underneath that airhead act.

Is it okay for Bucky to recognize your character at all from Panem/The Games? Again, rare canon so I doubt there was a Manji there, but sure!
If yes, is okay for him to know their full history? Yup - again, don't know what the AU would be like.
Skill base? Very good at stabbing people. Immortal. (Unless that ability would have been nerfed.)
Personality? Abrasive. Prefers to work alone and speaks his mind, uncaring if he hurts anyone's feelings. Surprisingly loyal and kind if anyone gets a chance to know him.
